- उनका जन्म एक कुर्मी परिवार में हुआ था जो भारत में अन्य पिछड़ा वर्ग (ओबीसी) के रूप में सूचीबद्ध हैं।
- कटियार ने अपनी राजनीतिक यात्रा अखिल भारतीय विद्यार्थी परिषद (एबीवीपी), संघ परिवार की छात्र शाखा यानी आरएसएस से शुरू की, जहां उन्होंने 1970-1974 तक इसके आयोजन सचिव के रूप में काम किया और बाद में 1974 में जयप्रकाश नारायण के बिहार आंदोलन के संयोजक बने। वह 1980 में राष्ट्रीय स्वयंसेवक संघ (आरएसएस) के प्रचारक (पूर्णकालिक कार्यकर्ता) बने।
